NOTICE IS HEREBY GIVEN that the City of White Plains Community Development Draft 2019-20 Annual Action Plan will be available for a30-day public review period beginning March 29, 2019. The proposed plan will be available on the City’s website at www.whiteplainsny.gov andat the following White Plains locations: Slater Center, 2 Fisher Court; El Centro Hispano, 346 S. Lexington Ave; White Plains Library, 100Martine Ave; and White Plains Planning Department, 70 Church St. Written comments may be submitted until 4 PM, April 29, 2019, to theDepartment of Planning, 70 Church St, White Plains, NY 10601; or by e-mail to planning@whiteplainsny.gov; or by fax to 914-422-1301.


NOTICE IS HEREBY GIVEN that a public hearing on the Draft 2019-20 Annual Action Plan will be held on April 9, 2019, at 6:00 p.m. inthe Common Council Chambers of City Hall, 255 Main Street, White Plains, New York, 10601. Persons wishing to comment on the Draft 2019-20 Annual Action Plan may state their views at this hearing. If you are in need of special accommodations for a disability or languagetranslation, please contact the Community Development Office at 914-422-1300 or planning@whiteplainsny.gov. Requests for assistance shouldbe made five (5) working days in advance of the meeting date.


The Draft Annual Action Plan is based on a 2018-19 HUD Community Development Block Grant award for the City of White Plains of $883,373. To date, HUD has not announced funding allocations for 19-20. Therefore, this Annual Action Plan used the 18-19 allocation as its base for planning purposes. Final funding decisions are dependent upon additional information to be provided by HUD. The City of White Plains Draft 2019-20 Annual Action Plan grant amount and programs are subject to the official notice of the amount of funds allocated by HUD for 2019-20. The Draft Annual Action Plan includes a contingency plan to accommodate any changes to the projected funding allocation.


Funds are allocated for Administration and Planning, Housing Rehabilitation, Code Enforcement, Public Facilities and Public Services. Proposedfunding for Public Service programs include homeless services, services for the elderly, youth and disabled, housing counseling, meals and foodfor low income households, and community centers. A minimum of 70 percent of all funds allocated in the Draft 2019-20 Annual ActionPlan directly benefit the low and moderate income population of White Plains. The Draft 2019-20 Annual Action Plan allocations implement themultiple strategies identified in the 2015-19 Consolidated Plan.
