COVID-19 has been detected in millions of people worldwide. Total Active COVID Cases in Westchester County

We are all learning to live and manage our lives through the adaptive recovery phase of the pandemic.  NY State, Westchester County, and the City of White Plains experienced the “second wave” that was predicted and data is now beginning to show a decline in active COVID cases in in White Plains. The reduction in new cases that we are now seeing is good news, but we are not out of the woods. Please do not let down your guard! Wearing a mask, social distancing, and frequently washing or sanitizing your hands continue to be effective safety measures, and remain our best means of preventing the spread of this virus until the vast majority of the population is vaccinated. Keep wearing your masks whenever you are out!  Individuals who have been vaccinated must continue to wear their masks until eligibility expands and all of our neighbors have had the chance to get theirs. Although we are headed in the right direction, the presence of variants and the lack of herd immunity require us to maintain the discipline we have shown thus far. Now is not the time to let up, wear your mask! 

COVID-19 Vaccines. How do I make a vaccination appointment? 
All New Yorkers age 16 and older are now eligible to be vaccinated. Make your vaccination appointment as soon as possible for whichever vaccine is available to you.  Delaying your vaccination in an attempt to obtain a particular vaccine will expose you to risk unnecessarily.

New Yorkers 60 and older will be able to walk in for COVID-19 shots without appointments at some state vaccination sites starting Friday.  See the list here.  

How do I get an appointment? 

• Check vaccinefinder.org for local pharmacies, clinics, and other locations that have received doses of the vaccine and schedule your appointment online or call the provider directly for an appointment. VaccineFinder was developed by Boston Children’s Hospital with support from the CDC.
• Check the State website, ny.gov/GetVaccinated for appointments at state–run vaccination sites. Check the site regularly, as new appointments become available throughout the day. 
• Call the NYS COVID-19 Vaccine Hotline at 1-833-NYS-4-VAX (1-833-697-4829).
• Go to Health.Westchestergov.com, to check availability and schedule an appointment at the County-run vaccine clinic located at Westchester Community College.

Follow Five Steps to Wash Your Hands the Right Way
Washing your hands is easy, and it’s one of the most effective ways to prevent the spread of germs. Clean hands can stop germs from spreading from one person to another and throughout an entire community. Follow these five steps every time:

1. Wet your hands with clean, running water (warm or cold), turn off the tap, and apply soap.
2. Lather your hands by rubbing them together with the soap. Lather the backs of your hands, between your fingers, and under your nails.
3. Scrub your hands for at least 20 seconds. Need a timer? Hum the “Happy Birthday” song from beginning to end twice.
4. Rinse your hands well under clean, running water.
5. Dry your hands using a clean towel or air dry them.

Wear a Mask Even When Social Distancing 

To properly wear a mask, the mask should cover your nose and mouth snugly and be secured by ear loops.  New data suggests that in addition to protecting others, mask wearers may have less severe impacts from the virus than non-mask wearers if they do contract the virus. 

Clean your hands before taking off your mask. Remove your mask by the straps.  Disposable paper face masks should be used for one outing outside the home. Once removed wash your hands again. If you need a mask email maskwp@whiteplainsny.gov  

CDC recommends universal use of face masks to slow the spread of Covid-19  

The agency stressed the need for people to wear masks in all non-household indoor settings. As a reminder, New York State law requires everyone over age 2 who can medically tolerate a face covering to wear one when in public if unable to maintain at least six feet of distance from others. It's also an excellent practice in private settings outside of your own household.

Masks work best when everyone wears them, but not all masks provide the same protection. When choosing a mask, look at how well it fits, how well it filters the air, and how many layers it has.

Two important ways to make sure your mask works the best it can

Make sure your mask fits snugly against your face. Gaps can let air with respiratory droplets leak in and out around the edges of the mask

Pick a mask with layers to keep your respiratory droplets in and others’ out. A mask with layers will stop more respiratory droplets getting inside your mask or escaping from your mask if you are sick.

Do

Choose a mask with a nose wire

• A nose wire is a metal strip along the top of the mask
• Nose wires prevent air from leaking out of the top of the mask.
• Bend the nose wire over your nose to fit close to your face.

Use a mask fitter or brace

• Use a mask fitter or brace over a disposable mask or a cloth mask to prevent air from leaking around the edges of the mask.

Check that it fits snugly over your nose, mouth, and chin

• Check for gaps by cupping your hands around the outside edges of the mask.
• Make sure no air is flowing from the area near your eyes or from the sides of the mask.
• If the mask has a good fit, you will feel warm air come through the front of the mask and may be able to see the mask material move in and out with each breath.

Add layers of material

• Use a cloth mask that has multiple layers of fabric.
• Wear a disposable mask underneath a cloth mask.
  • The cloth mask should push the edges of the disposable mask against your face.

Combine two disposable masks

• Disposable masks are not designed to fit tightly and wearing more than one will not improve fit.

Combine a KN95 mask with any other mask.

• Only use one KN95 mask at a time.

Executive Order regarding Face Masks

-Governor Cuomo issued executive orders 202.17 and 202.18 requiring all people in New York to wear masks or face coverings in public.

Executive Order Issued Requiring Wearing of Facial Coverings

All persons must wear facial coverings when visiting or patronizing businesses and when working at or for such businesses, including groceries and pharmacies;  food service businesses, including restaurants, cafes and delis that provide carry out, walk up or delivery service; construction sites; public transit vehicles or facilities; vehicles for hire, including taxis; and when visiting any location where social distancing of at least six feet from another person is not possible.  All delivery, service and repair workers must wear facial coverings when they are within 6 feet of the entrance to or on the premises of any office, business or residence.   Facial coverings include any covering which snugly covers the mouth and nose, whether store bought or homemade, and which is secured with ties or ear loops. This Emergency Order which requires the wearing of facial coverings does not change or alter any operational or social distancing requirements imposed by NYS Executive Order.

Masks are required inside public establishments and outside when it is likely you will be within 6 feet of others such as on the sidewalk or while on the running tracks.

April 28, 2021  Westchester County Department of Health will be hosting walk up clinics for the administration of the Moderna vaccine for people 18 and over.  The first clinic is this Friday, April 30th, 9 AM - 1PM, at the Westchester County Health Department, 134 Court Street, White Plains, NY.  You may sign up in advance at:  https://apps2.health.ny.gov/doh2/applinks/cdmspr/2/counties?DateID=C0E3726EA612072CE0530A6C7C1691F4 

This is a two dose vaccine, those receiving the vaccine must be able to return in 28 days to receive the second dose. This is critically important to receive the full protection of the vaccine.    In event of bad weather please check email and visit the WCDH website  for updates https://health.westchestergov.com/

Please wear a mask for their appointment and must not come if feeling sick. It is recommended to wear a shirt that allows easy access to the upper arm for the vaccine. Only the person being vaccinated will be allowed entry unless there are special circumstances.   

April 27, 2021  Beginning Thursday, April 29, all New York State mass vaccination sites will open to eligible New Yorkers for walk-in vaccination on a first-come, first-serve basis for all. The walk-in appointments are reserved for first doses only—second-dose appointments will be scheduled immediately after New Yorkers receive their first dose. This new approach means any eligible New Yorker age 16 and older will be able to walk into any mass vaccination site and walk out with a shot in arm, eliminating the need to make an appointment online or by phone.

A new mass vaccination site will open in Rockland County. The State will establish an additional state-run mass vaccination site at Rockland Community College's Eugene Levy Fieldhouse to further grow New York's vast distribution network. The site is in development and is expected to open Thursday, April 1, with appointments opening on Tuesday, March 30, at 8am. Hours of operation for the Rockland Community College site will be from 8am to 7pm, seven days a week. Eligible New Yorkers will be able to make an appointment online or by calling the NYS COVID-19 Vaccine Hotline at 1-833-NYS-4-VAX (1-833-697-4829)  

March 22, 2021  Starting March 23, 2021 at 8 a.m., New Yorkers 50 years of age and older will be eligible to receive the vaccine. check New York State's Am I Eligible website to find an appointment (if available) at a State-run vaccination site near you, or call 1-833-NYS-4-VAX. VaccineFinder, a website affiliated with the CDC and Boston Children's Hospital, can also help eligible New Yorkers find vaccination locations. 

Pharmacies can vaccinate New Yorkers with qualifying health conditions. Previously, pharmacies were exclusively vaccinating New Yorkers age 60+ and seniors. If you are eligible for the vaccine due to an underlying health condition or comorbidity, contact your local pharmacy or check the VaccineFinder website to see if there are available vaccine appointments at a pharmacy near you

Governor Andrew M. Cuomo today announced a new expansion of COVID-19 vaccine eligibility in New York. Beginning March 10, all New Yorkers 60 years of age and older will be eligible to receive the vaccine, while public facing essential workers from governmental and nonprofit entities will be eligible beginning March 17. This expansion also includes public-facing essential building services workers.

You can use this tool ://am-i-eligible.covid19vaccine.health.ny.gov/  to determine eligibility and to schedule an appointment at a New York State-run vaccination site. If eligible, you will see all available appointments at New York State-run vaccination sites. AN APPOINTMENT IS REQUIRED. IF YOU VISIT A LOCATION WITHOUT AN APPOINTMENT YOU WILL NOT RECEIVE A VACCINE. 

The City of White Plains has launched a COVID Angels Volunteer Project to assist White Plains seniors with navigating the technology needed to obtain an appointment for getting the COVID-19 vaccination. 

The City of White Plains Youth Bureau and Recreation & Parks Department will be managing the project to secure vaccination appointments online for our senior citizens age 60+.

A volunteer organization has been identified to assist with implementation of this project: SEWA International (Westchester). SEWA International is active in twenty countries and has worked closely with other local disaster relief organizations throughout New York and USA. SEWA serves humanity irrespective of race, color, religion, gender or nationality. They specialize in disaster relief and rehabilitation. SEWA’s development programs focus on family services; child, tribal and refugee welfare; women empowerment; health; and education. In addition to their extensive work in the US, they have also undertaken development projects in Colombia, Guyana, India, Kenya, Pakistan and Sri Lanka.

The COVID Angels are here to provide White Plains seniors assistance obtaining the protection they need to combat this aggressive virus.

Vaccine Eligibility has been expanded to New Yorkers with the following comorbidities and pre-existing conditions:

• Cancer (current or in remission, including 9/11-related cancers)
• Chronic kidney disease
• Pulmonary Disease, including but not limited to, COPD (chronic obstructive pulmonary disease), asthma (moderate-to-severe), pulmonary fibrosis, cystic fibrosis, and 9/11 related pulmonary diseases
• Intellectual and Developmental Disabilities including Down Syndrome
• Heart conditions, including but not limited to heart failure, coronary artery disease, cardiomyopathies, or hypertension (high blood pressure)
• Immunocompromised state (weakened immune system) including but not limited to solid organ transplant or from blood or bone marrow transplant, immune deficiencies, HIV, use of corticosteroids, use of other immune weakening medicines, or other causes
• Severe Obesity (BMI 40 kg/m2), Obesity (body mass index [BMI] of 30 kg/m2 or higher but < 40 kg/m2)
• Pregnancy
• Sickle cell disease or Thalassemia
• Type 1 or 2 diabetes mellitus 
• Cerebrovascular disease (affects blood vessels and blood supply to the brain)
• Neurologic conditions including but not limited to Alzheimer's Disease or dementia
• Liver disease

Please be aware that you will need to bring evidence of the eligible morbidity or pre-condition to your appointment. When your appointment is scheduled, please confirm with the provider what evidence they will need. For comorbidities and pre-existing conditions, it may be one of the following: 1) A doctor’s note; 2) medical evidence; 3) certification from a local government (such as the Westchester County Department of Health).

• For those who are 65 and older, you may go through the state website or hotline, or you may be able to schedule an appointment with select retail pharmacies, physician networks or practice groups. January 19, 2021   Westchester County Executive George Latimer has instructed the County’s Department of Seniors Programs & Services (DSPS) to use all available resources to help the County’s senior population navigate the vaccine appointment process. DSPS has an information and assistance phone line that is available to assist Westchester’s seniors on weekdays from 8:30a.m. to 4:30p.m at 914-813-6300.

Instructions for New York State-Operated Vaccination Sites:

Step 1: Determine eligibility and schedule an appointment. The Am I Eligible app is the quickest way to see if you're eligible and make an appointment. You can also call the New York State COVID-19 Vaccination Hotline at 1-833-NYS-4-VAX (1-833-697-4829). Once you have successfully scheduled an appointment, you will receive a confirmation email that contains a barcode. You will need to bring this to your appointment.

Step 2: Complete the Vaccine Form. Once you have a confirmed appointment, you must complete the New York State COVID-19 Vaccine Form. This form should be filled out online and you will receive a submission ID indicating completion. You will need to bring the submission ID to your appointment. If you cannot submit the form online, it will be available at the vaccination sites.

Step 3: Bring proof of eligibility to your appointment. Depending on your eligibility category, proof can include an employee ID card, a letter from an employer or affiliated organization, a pay stub, a driver's license, passport, or any legal proof of your date of birth and residency. At the time of your appointment, you'll be asked a series of clinical questions to ensure readiness for a vaccine. You will be asked for insurance information BUT the vaccine is free and there will never be a charge to you. This information is for administrative use only.

Step 4: Your second dose appointment will be scheduled automatically when you receive your first vaccine dose. Your second appointment will be scheduled for the same time and at the same location, three weeks following your first dose. You will receive a card onsite with the date and time indicated and a confirmation email will follow a few days later. Please keep in mind when scheduling your first appointment that your second appointment will occur at the same time of day.

Phased distribution of the vaccine   

Essential workers and older New Yorkers are next up to receive the vaccine. Once New York has completed administering the vaccine to health care workers as part of Phase 1A, the next step is Phase 1B, which comprises essential workers and New Yorkers aged 75 and up. Roughly 2.5 million New Yorkers make up this group.

ALL VACCINATIONS ARE BY APPOINTMENT ONLY. Eligible groups include doctors, nurses and health care workers, people age 65 and over, first responders, teachers, public transit workers, grocery store workers and public safety workers. Residents and staff at nursing homes and other long-term care facilities will continue to be vaccinated through a federal program, which the state is providing resources to accelerate.

• Health care workers who are part of Phase 1a will continue to be vaccinated at hospitals and other clinical settings.
• People age 65 and over will primarily be vaccinated at pharmacies and other sites that are part of the “retail network.” Use the State's online tool to find a location. The COVID-19 Vaccination Hotline is open 7AM - 10PM, 7 days a week, for scheduling vaccination appointments for eligible New Yorkers: 1-833-NYS-4-VAX (1-833-697-4829).
• Public employees (for example, police departments, public school teachers and MTA employees) will primarily be vaccinated through their groups’ relevant health programs or as organized by their unions.

January 11, 2021     New Yorkers in Phase 1b groups are now eligible to receive the vaccine.  New Yorkers in Phase 1b include individuals age 75 and up, first responders, teachers, public transit workers, grocery store workers and public safety workers. See the full list here. New Yorkers age 75 and up will primarily be vaccinated at pharmacies and can use the Am I Eligible tool to find vaccination providers near them, or they can call the New York State COVID-19 Vaccination Hotline at 1-833-NYS-4-VAX (1-833-697-4829). Public employees (for example, police departments, public school teachers and MTA employees) who are also part of Phase 1b will primarily be vaccinated through their groups' relevant health programs or as organized by their unions. Appointments are REQUIRED to be vaccinated. Note that due to limited supply of the COVID vaccine from the federal government, it could take up to 14 weeks for eligible New Yorkers to schedule their vaccine shot.  

NEW YORK STATE COVID -19 VACCINATION PROGRAM  As outlined in New York's vaccination program, high-risk health care workers, nursing home residents and staff will be the first New Yorkers to receive the vaccine. "High-risk" hospital workers include emergency room workers, ICU staff and pulmonary department staff. The State expects all "high-risk" hospital staff will receive a vaccine by the end of week two. Other long-term and congregate care staff and residents and EMS and other health care workers will follow high-risk health care workers. Essential workers and the general population, starting with those who at the highest risk, will be vaccinated after these initial priority groups. 

New York has opted into the federal government's nursing home vaccination program. Under the federal program, employees of CVS and Walgreens will vaccinate residents and staff at these facilities, much like they do for the flu vaccine. We expect deliveries for this program to begin arriving next week and the federal administration program to begin by December 21st. New York is dedicating a portion of our initial 170,000 doses to this program. Portions of future state allocations will also be used to help complete the program and ensure all residents and staff are vaccinated.

White Plains Hospital Corona Virus Vaccine Information  The COVID-19 vaccines have arrived, and this historic moment hopefully represents the beginning of the end of this pandemic. White Plains Hospital has begun to vaccinate its employees based on strict requirements from the Department of Health and we expect the vaccine will be available to the public in early-2021. We will contact our patients as soon as we have more information about who can get it, when, and how to schedule an appointment.  In general, we encourage everyone to get vaccinated once it is widely available. COVID-19 Vaccination When is the COVID-19 vaccine going to be available to the general public? 

The first New Yorkers to receive the vaccine will be hospital workers, nursing home residents and nursing home staff, as well as certain other frontline providers. According to Governor Cuomo, the rest of the general public will get the vaccine after these high-priority groups. It will take six to nine months before enough people have gotten the shots to begin seriously curbing the pandemic. 

What are the benefits of getting a COVID-19 vaccine? 

COVID-19 can cause severe medical complications and lead to death in some people. Getting a vaccine can help protect you by creating an antibody response in your body without your having to become infected with the virus. The vaccine might prevent you from getting COVID-19 or keep you from becoming seriously ill if you do get the virus. 

What COVID-19 vaccines have been approved and how do they work? While there are several COVID-19 vaccines in clinical trials, the two that are currently approved for emergency use are the Pfizer/BioNTech COVID-19 vaccine (the Pfizer vaccine) and the Moderna vaccine. The Pfizer vaccine requires two injections given 21 days apart. Data has shown that this vaccine is safe and starts working soon after the first dose and has an efficacy rate of 95% seven days after the second dose. The Moderna vaccine also requires two injections given 28 days apart and data has shown that the vaccine is also safe and has an efficacy rate of 94%. Are the two shots different? Studies indicate both the Pfizer and Moderna vaccines are very similar in profile and efficacy. There is no difference between the components of the first and second dose, regardless of the vaccine given. 

What are the possible side effects of a COVID-19 vaccine? The studies for both the Pfizer and Moderna vaccines showed no serious adverse effects. Since the introduction of the vaccine, rare serious allergic reactions have occurred, which can be managed by the vaccination team. In both trials (which included an average of two months of follow-up), vaccine recipients have reported mild to moderate symptoms including: • Pain, redness or swelling where the shot was given • Fever • Fatigue • Headache • Muscle pain • Chills • Joint pain Most reactions happen within the first few days after vaccination and last no more than three days. If you have a reaction that prevents you from being able to eat, sleep or work, contact your physician. 

Can I catch COVID-19 from the vaccine? No. Neither the Pfizer or the Moderna COVID-19 vaccines contain the live virus that causes COVID-19 – so you cannot catch COVID-19 from these vaccines. With this type of vaccine, your body is in a sense “tricked” into thinking it has the virus. Your immune system will recognize that the protein created by the vaccine doesn’t belong there and begin building an immune response and making antibodies. Keep in mind that it will take a few weeks for your body to build immunity after getting a COVID-19 vaccination. As a result, it’s possible that you could become infected with the virus that causes COVID-19 just before or after being vaccinated. 

Frequently Asked Questions COVID-19 Vaccination 

 Is there anyone who should not get a COVID-19 vaccine? The COVID-19 vaccine is not being offered to children under 16. Also, if you are allergic to any component of the vaccine, you should not get vaccinated. Please ask your doctor about the ingredients in each vaccine to make sure you are not allergic. Additionally, it is important to note that researchers excluded pregnant women from their studies so there is little information on how the COVID-19 vaccination can affect pregnant women or their babies. Pregnant women may be offered the vaccine; however, they should first discuss it with their doctor. 

Should I get the vaccine even if I’ve already had COVID-19? Getting COVID-19 might offer some natural protection or immunity from reinfection, but it’s not clear how long this protection lasts. Because reinfection is possible and COVID-19 can cause severe medical complications, it is recommended that people who have already had COVID-19 get vaccinated. However, the CDC advises that you wait 90 days after your initial COVID-19 symptoms before being vaccinated. 

Should I get the vaccine if I have severe allergies? Yes. If you have a history of significant allergies (i.e. someone who carries an epi pen), let the person providing the vaccine know and have them observe you an extended period of time once you have received the vaccine. If you are allergic to any component of the vaccine, do not get vaccinated. 

Should I get the vaccine if I am undergoing cancer treatments? Yes. There are no indications that the vaccine has a negative impact on cancer patients. 

Can I stop taking safety precautions after getting a COVID-19 vaccine? No. Experts want to learn more about the protection that a COVID-19 vaccine provides and how long immunity lasts before changing safety recommendations. The CDC continues to recommend that you avoid close contact with others, wear masks in public places and wash your hands frequently. 

Will I get proof of vaccination? When you receive your vaccination, you will receive a vaccination card or printout that tells you which COVID-19 vaccine you received, the date you received it, and where you received it. 

How much will the vaccine cost? Federal health officials have said that there will be no out-of-pocket costs when receiving the vaccine.

March 23, 2021 The Centers for Disease Control and Prevention (CDC) has released guidelines on what activities are safe for fully vaccinated people.

The CDC now recommends the following if you have been fully vaccinated, which means two weeks have passed since getting the second dose of the Moderna or Pfizer-BioNTech vaccine or the single-dose Johnson & Johnson vaccine:  You can gather indoors with fully vaccinated people without wearing a mask or social distancing.

• You can gather indoors with unvaccinated people from one other household (such as relatives who all live together) without masks, unless any of those people or anyone they live with has an increased risk for severe illness from COVID-19.
• If you’ve been around someone who has COVID-19, you do not need to stay away from others or get tested unless you have symptoms.

Fully vaccinated people still need to practice hand hygiene and social distancing, wear masks in public, avoid medium or large gatherings, delay unnecessary travel, and get tested if they display any COVID-19 symptoms, according to the CDC.

December 3rd, 2020  The State is launching 150 new rapid testing sites in partnership with Prescryptive Health. The partnership will help expand testing capacity in areas across the State where testing access is limited. November 11, 2020    Governor Cuomo announces restrictions on restaurants and bars   Governor Andrew M. Cuomo today announced new COVID-19 restrictions on bars, restaurants, gyms and residential gatherings in New York State.

Effective Friday at 10 p.m., bars, restaurants and gyms or fitness centers, as well as any State Liquor Authority-licensed establishment, will be required to close from 10 p.m. to 5 a.m. daily. Restaurants will still be allowed to provide curbside, food-only pick-up or delivery after 10 p.m., but will not be permitted to serve alcohol to go. The State Liquor Authority will issue further guidance for licensees as to what sales are continued to be permitted.

The Governor also announced that indoor and outdoor gatherings at private residences will be limited to no more than 10 people. The limit will be implemented due to the recent prevalence of COVID spread resulting from small indoor gatherings including Halloween parties. These gatherings have become a major cause of cluster activity across the state. Further, this public health measure brings New York State in line with neighboring states including Connecticut, Massachusetts and Rhode Island. This new rule is also effective Friday at 10 p.m.

Gov. Cuomo has announced most movie theaters outside of NYC can re-open on October 23rd, 2020

October 17, 2020 Governor Andrew M. Cuomo today announced that movie theaters outside of New York City can reopen at 25 percent capacity under state guidance starting October 23. No more than 50 people are allowed in front of each screen in each movie theater at once. Theaters can only open outside of New York City in counties that have COVID-19 positivity rates of less than 2 percent on a 14-day average and do not have any cluster zones. Theaters will be subject to rigorous state guidance and enforcement

December 29, 2020 Governor Andrew M. Cuomo today signed the COVID-19 Emergency Eviction and Foreclosure Prevention Act of 2020. The Act (S.9114/A.11181) prevents residential evictions, foreclosure proceedings, credit discrimination and negative credit reporting related to the COVID-19 pandemic. It also extends the Senior Citizens' Homeowner Exemption and Disabled Homeowner Exemption from 2020 to 2021. The Act adds to New York State's efforts to protect tenants and homeowners from the economic hardship incurred as a result of the COVID-19 pandemic. 

December 29, 2020 Gov. Cuomo announced Unemployed New Yorkers will begin receiving extended and expanded federal unemployment benefits next week. Starting the week January 3rd, unemployed New Yorkers will receive an additional $300 payment through the extended Pandemic Emergency Unemployment Compensation and Pandemic Unemployment Compensation programs. New Yorkers currently receiving benefits do not need to call the Department of Labor to receive these extended benefits—they should continue to certify for unemployment benefits in their usual manner and will automatically receive extended benefits. 

December 29, 2020  Gov. Cuomo announced Starting January 1, 2021, New Yorkers can begin using sick leave benefits under the state's Paid Sick Leave law. This legislation secures paid sick leave for workers at medium and large businesses and paid or unpaid leave for those at small businesses, depending on the employer's net income. December 3rd, 2020  Governor to Sign Executive Order Expanding Eligibility for New York's COVID Rent Relief Program and Reopening Application Window.   This Executive Order will expand the program's eligibility so more rent relief can be provided to New Yorkers and additional details will be available in the coming days.   

November 24th, 2020, Look up any address in the state and see if it's in a cluster zone. New Yorkers can look up any address to determine if it is in or near an existing cluster zone using this tool on the State's website. The tool includes a navigable, regularly updated map of New York State that shows all the current cluster zones in the state.   

November 24th, 2020 The State Department of Health released guidance on shopping safely this holiday season. Winter holiday activities, such as shopping and social gatherings, present a risk of COVID-19 spread to New Yorkers, particularly within areas of the state where confirmed cases and clusters have recently increased. The Department of Health issued new guidance to help both businesses and New Yorkers prepare for holiday shopping, urging New Yorkers to avoid crowds, wear face coverings in public, and stay home if they feel sick.

November 17, 2020 NYS State launched a new web application to help New Yorkers find state services and benefits. The "Find Services" web application was developed in partnership with Google.org, to assist New Yorkers in locating appropriate services with one streamlined web application. New York State Department of Motor Vehicles 

Sept. 18, 2020;  The State Department of Motor Vehicles is expanding online services, making it easier for New Yorkers to do business with the DMV during this pandemic. The DMV is launching a pilot program to offer the written learner permit tests for passenger cars (Class D) and motorcycles (Class M) online. It is also piloting a process to allow customers who reside in counties served by the State DMV to register their vehicles online. In-person services are available for transactions that cannot to be done online, by mail or by drop box and reservations are required for all in-person transactions. Read more.

October 1st, 2020: The State Department of Financial Services is extending its emergency regulation requiring NY health insurers to waive out-of-pocket costs, including cost-sharing, deductibles, copays and coinsurance, for in-network mental health services for New York's frontline essential workers until November 27th, 2020.

Westchester County Housing Stabilization Programs in the Midst of COVID-19

Sept 18, 2020 The Westchester County Department of Planning is offering four new Housing Stabilization programs to assist households whose ability to pay their housing costs has been upended by COVID-19. There are different programs to assist different needs. Participants in each program must attest to the fact that they have not or will not receive any other assistance to help pay their housing costs. No duplication of benefits is allowed.

The programs, while broad in nature to assist as many households as possible, are each limited in some regard – either by the municipality the housing unit must be in, or the limit on the household income, or the size of the total development. This is generally due to the nature of the funding source or the amount of funds available for the program

October 22, 2020  Governor Cuomo Most Movies Theaters Outside of NYC Can Reopen October 23rd

Governor Andrew M. Cuomo today announced that movie theaters outside of New York City can reopen at 25 percent capacity under state guidance starting October 23. No more than 50 people are allowed in front of each screen in each movie theater at once. Theaters can only open outside of New York City in counties that have COVID-19 positivity rates of less than 2 percent on a 14-day average and do not have any cluster zones. Theaters will be subject to rigorous state guidance and enforcement.

White Plains Area Mutual Aid Programs Providing Food Assistance to the Community:

The Caring Cupboard at Grace Church allows people to drop off shelf stable food, toiletries, and other goods, so people in need can pick up what they need when they need it, no questions asked. The Caring Cupboard is  located in the vestibule of the Grace/ La Gracia Episcopal Church and was created by a dynamic group of community minded youth. The Caring Cupboard operates on the principle of "solidarity not charity"--the mutualistic aspect of the cupboard is what makes it so unique  This Caring Cupboard is sponsored by Grace Episcopal Church and the Bridging Dots non-profit.  The Caring Cupboard welcomes donations of non-perishable, shelf-stable food, household products, and toiletries. • 1) Send Linda an email or phone her to let her know your needs. In turn, she will contact a volunteer to assist you who will then contact you (be sure to give Linda your contact information). The volunteer will then speak with you directly.
• 2) The Shopping Sister will then shop your list and deliver to you to an agreed upon location (your home, apartment, etc.) and time.
• 3) Upon completion of your shopping, the Shopping Sister will let you know the bill. You will then leave a check/cash for her in a mailbox or agreed upon location

RideConnect, a program of Family Services of Westchester, has been providing volunteer based transportation for over 10 years to older adults in Westchester & Southern Putnam counties. These rides are for medical, shopping, social visits, religious services and more. At this time, while RideConnect continues to provide this volunteer based transportation for critical medical appointments, they  have also enlisted volunteers to do essential shopping for older adults such as groceries, and medication pick-ups. Meals-on-Wheels of White Plains is a non-profit organization made up of volunteers with a commitment to delivering both food and compassion to  neighbors in need. The Centers for Disease Control and Prevention (CDC) and Department of Health and Human Services (HSS) have issued a new order  to halt certain residential evictions until 2021 to prevent the further spread of Covid-19, effective immediately. The order does not relieve tenants of their obligation to pay rent, but prevents property owners from evicting tenants who meet certain criteria. In order to apply for coverage under the order, tenants must earn no more than $99,000 this year, demonstrate efforts to obtain state and local rental assistance, inability to cover rent payments and that eviction would cause them to become homeless. The White Plains Public Library reopened to the public on Tuesday, July 28th with limited hours and COVID 19 rules in effect.  Effective Nov. 27th, 2020 - Browsing has been suspended.

The White Plains Public Library has launched Documenting COVID-19: White Plains Experiences and  wants to hear about you, what you’re doing, how you’re doing, what you see outside your window. Family Services of Westchester COVID Resources  Counseling, education, support and resources are in high demand in Westchester County during this time COVID-19 crisis. See below for the COVID-19 support we have available including virtual therapy, grocery delivery and more.  Support for COVID-19 Positive and Quarantined Patients: A free, supportive services program is available to help clients and families who have tested positive for the virus.  Clients receive: multiple daily wellness checks, PPE supply “care packages,” counseling via teletherapy, referrals, resources and contactless food delivery. Including: Grocery Shop & Drop: We are providing grocery shopping and medication delivery for seniors and those that are immunocompromised, Essential Transportation for Seniors: Our RideConnect program takes seniors to essential medical appointments like chemotherapy and dialysis. Child Care for Essential Workers: Our certified preschool teachers are providing childcare for children of healthcare workers and first responders in the city of White Plains.

This fall looks different than any other in FSW’s long history, but our commitment to education, counseling and support remains as strong as ever. Our range of offerings and resources for COVID-19 support grows every day. The creativity, resilience and resolve of our staff has allowed us to adapt to the pandemic despite extraordinary challenges.

VOTING OPTIONS

The 2020 General Election Voting Options 

The 2020 General Election will be held on Tuesday, November 3^rd. Registered voters will be able to vote for President as well as their Congressperson, and their State Senate and Assembly Members. White Plains residents can vote in-person on Election Day, November 3rd, 2020 - Check here for  White Plains Polling Locations.   Social Distancing compliance is required for in-person voting.  

We know that many residents remain concerned about voting in person due to the lingering presence of the Coronavirus in our area. It’s important to know that there are voting options available to you.

• A new State law permits any registered voter to request a mail-in (absentee) ballot if they cannot show up at a polling location because of the risk of contracting or spreading an illness. Absentee ballot applications can be requested now. Once you fill out the application you can submit it online, in person, or by mail. The Board of Elections will start mailing the actual ballots in early October. These ballots will be counted as long as they are postmarked by Election Day. Mail-in voting may be a good option for you if you wish to completely avoid the contact with other people and equipment that is part of in-person voting. Contact the Westchester County Board of Elections to request an absentee ballot.

The 2020 General Election 

The 2020 General Election will be held on Tuesday, November 3^rd.  Registered voters will be able to vote for President, their Congressperson, and State Senate and Assembly Members.   New York has taken a host of measures to make voting safer and easier during the pandemic.  Voting Options include:

• Mail-in Voting -- Any registered voter can request a mail-in (absentee) ballot. Request your ballot from the Westchester County Board of Elections website. The Board of Elections will start mailing the actual ballots in early October. Completed ballots will be counted as long as they are delivered, received by mail or postmarked by Election Day. 
• Early Voting --  Early In-person Voting will be held from October 24^th through November 1^st. 
• In-person Voting -- Polling stations will be operating on Election day.

For the first time in our state’s history, all registered voters can request an absentee ballot (under the "temporary illness" excuse). If you choose to vote by absentee ballot, then there are several ways you can cast your completed, signed ballot.

 1. Put it in the mail ensuring it receives a postmark no later than November 3

2. Drop it off at an Early Voting poll site between October 24 and November 1

3. Drop it off at a poll site on November 3 by 9pm

4. Drop it off at your county Board of Elections Office starting September 8 through no later than November 3 by 9pm (see the list of county Boards of Elections Offices here)

The Democratic Presidential Primary is reinstated for June 23, 2020, due to court order. Executive Order 202.15 allows voters who are affected by COVID-19 pandemic and wish to apply to vote by absentee ballot to utilize the absentee ballot application

Governor Andrew M. Cuomo announced that the Mid-Hudson Region, of which Westchester County is a part, has met all 7 metrics required to begin phase one of the state’s regional phased reopening plan starting Tuesday, May 26. Phase one includes construction, manufacturing and wholesale supply chain, retail for curbside pickup and drop-off or in-store pickup, and agriculture, forestry and fishing.

NY FORWARD PHASE 3

Governor Cuomo has announced that the Mid-Hudson region which includes Westchester County has been cleared to enter Phase Three of reopening effective Tuesday, June 23, 2020. Phase 3 includes the following industries:

Restaurants/Food Services establishments, including food trucks, and other food concessions

• Establishments may open indoor and outdoor spaces with seating for customers, in accordance with this guidance, and provided that customers can be seated at tables that are appropriately distanced. 
• Restaurants with bar seating can open the area, provided customers are seated and can be distanced appropriately. Consumption of any dine-in food and/or beverage must only occur while customers are seated at tables or bar tops in these spaces. 
• Indoor capacity is limited to no more than 50% of the maximum occupancy for a particular area as set by the certificate of occupancy, exclusive of employees. 

 Personal Care

• Personal care businesses and services including tattoo and piercing facilities, appearance enhancement practitioners, massage therapy, spas, cosmetology, nail specialty, UV and non-UV tanning, or waxing. 
• The facility is limited to no more than 50% of the maximum occupancy for a particular area as set by the certificate of occupancy, inclusive of customers, who must maintain six feet of separation from others, except during the service, and, in all cases, must only be permitted entry into the facility if they wear an acceptable face covering; provided, however, that the customer is over the age of two and able to medically tolerate such a covering. 

Low Risk Sports 

This guidance is effective immediately for the statewide permitted outdoor, low-risk recreational activities, as determined by the Empire State Development, which is currently limited to the following: 

• Tennis; non-motorized boat use and rentals, such as row boats, kayaks, canoes; golf and driving ranges, except miniature (mini) golf, with food and retail services subject to the restrictions that are currently in effect within the region; racket games, such as badminton, racquetball; toss/bowl games, such horseshoes, bocce, bean bag toss, croquet; flying disc games, such as disc golf and Frisbee; shuffleboard; zip lining; rope courses, including aerial rope courses; batting cages; shooting ranges; and swim classes and swim instruction.
